On November 18, 2021, Congress passed legislation to extend in-state tuition benefits for Pacific Islander students attending public colleges and universities in the United States. The bill, known as the “Compact Impact Aid Extension Act,” is a significant victory for Pacific Islander communities who have long advocated for equal access to affordable higher education.

Under the Compact of Free Association, citizens of Palau, the Marshall Islands, and Micronesia have the right to live, work, and study in the U.S. This agreement, which was established in the 1980s, allowed Pacific Islanders to migrate to the U.S. in exchange for strategic military access in the region. However, these students were still required to pay out-of-state tuition rates at most public institutions, making higher education financially burdensome for many Pacific Islander families.

The new legislation extends the Compact Impact Aid program, which provides funding to states to offset the costs of educating students from these Pacific Island nations. This will allow more students to access in-state tuition rates, making college more affordable and accessible for Pacific Islander students.

Advocates for Pacific Islander communities have been working tirelessly to secure this extension, arguing that it is a matter of equity and fairness. Many Pacific Islander students face barriers to higher education due to financial constraints, and paying out-of-state tuition rates only exacerbates these challenges. By extending in-state tuition benefits, Congress has taken a significant step towards addressing this inequity and ensuring that all students have access to affordable education.

Additionally, supporting Pacific Islander students in their pursuit of higher education has broader benefits for the U.S. as a whole. These students bring diverse perspectives and experiences to college campuses, enriching the learning environment for all students. By investing in the education of Pacific Islander students, we are investing in the future success of our nation.

In passing the Compact Impact Aid Extension Act, Congress has demonstrated its commitment to supporting Pacific Islander communities and promoting educational equity. This legislation will have a lasting impact on the lives of countless students, opening doors to opportunities that may have previously been out of reach. As we work towards a more inclusive and equitable education system, extending in-state tuition benefits for Pacific Islanders is a crucial step in the right direction.
